Last week, the China "Internet plus" Bidding Procurement Development Forum hosted by the China Association of Tendering and Bidding was successfully held in Beijing. Lin Nianxiu, member of the Party Leadership Group and deputy director of the National Development and Reform Commission, attended the opening ceremony of the forum and delivered a speech. According to the relevant person in charge of China Tendering and Bidding Association, the purpose of this China "Internet plus" Bidding and Procurement Development Forum is to thoroughly implement the Guiding Opinions of the State Council on Actively Promoting "Internet plus" Action, implement the Measures for Electronic Tendering and Bidding, and promote the development of electronic tendering and bidding. Its main purpose is to build an exchange platform for all parties involved in bidding and procurement, summarize development experience, explore development ideas and prospect development prospects, and share more scientific and advanced development ideas and development paths with the whole industry.
At the opening ceremony of the forum, Lin Nianshu presided over the opening ceremony for the website of the public service platform for bidding in China. The public service platform for bidding and tendering in China is one of the most important structures in the electronic bidding and tendering system architecture built in accordance with the Measures for Electronic Bidding and Tendering. It is a public service platform and big data hub for the purpose of realizing the centralized exchange and public sharing of information in the national bidding and tendering market and standardizing market order. At present, the public service platform for bidding and tendering in China is under intense and orderly development and construction, and will be officially launched for trial operation on September 28 this year.

"The integration and innovation of the Internet with various fields and industries of the economy and society has become an irresistible historical trend. Like the electric power revolution a hundred years ago, the Internet is profoundly changing the traditional mode of production, consumption, business and management, and has become the core content of a new round of global scientific and technological revolution and industrial transformation." Lin Nianshu said in his speech at the opening ceremony.
He then stressed that "conforming to the new trend of 'Internet plus' industrial integration and innovation, promoting' Internet plus' bidding and procurement, and vigorously developing electronic bidding and tendering will definitely lead the in-depth reform of bidding and tendering methods and the reform and innovation of government supervision, and promote the development of the bidding and tendering market to a new stage."
However, Lin Nianxiu also pointed out that electronic bidding also faces such prominent problems as uneven development, information sharing, system and mechanism maladaptation, and imperfect security. The National Development and Reform Commission, as the comprehensive department to guide and coordinate the national bidding and tendering work, will work with relevant departments in the next step to focus on completing the tasks of strengthening policy guidance, improving laws and regulations, innovating institutional mechanisms, and building a unified platform.
"Strive to basically form a nationwide interconnected and information-sharing electronic bidding and tendering system network by 2018, and basically realize online transaction, information disclosure and dynamic supervision of the whole process of bidding projects that must be legally implemented," said Lin Nianshu.
Healthy and sustainable development of bidding market
In his keynote speech, Li Kang, Director of the Department of Laws and Regulations of the National Development and Reform Commission, said that in line with the new trend and requirements of "Internet plus" bidding and procurement, the National Development and Reform Commission will work with relevant departments to promote mechanism innovation, system innovation and management innovation, promote the in-depth development of electronic bidding and procurement, and create an open, transparent, competitive and orderly bidding and procurement platform, Serving the bidding market trading activities; Establish a whole-process online, real-time and dynamic supervision channel to provide administrative supervision services for the implementation of coordination, sharing and efficient bidding; Build an interconnected, centralized and shared information system, gather big data of market transactions, serve macroeconomic decision-making and industry development, and lead the transformation and upgrading of the bidding industry and the sustainable development of the market.
Li Kang said that at present and for some time to come, the National Development and Reform Commission will work with relevant departments to focus on the preparation of the "Internet plus" bidding procurement implementation plan, improve supporting systems and standards, build an electronic bidding platform system, carry out the national electronic bidding pilot, and expand international exchanges and cooperation.
Among them, when talking about the preparation of the implementation plan of "Internet plus" bidding and procurement, Li Kang stressed that in the future, the legal system and technical standard system of electronic bidding and tendering will be basically established by the end of 2016, the national electronic bidding and tendering network system will be initially formed by the end of 2017, the goal and steps of fully realizing the electronic bidding and tendering process by the end of 2018, and the organization of the preparation of the implementation plan of "Internet plus" bidding and procurement for the next three years, Guide all regions and industries to further expand the field and depth of electronic bidding and tendering, and promote from electronic to information and networking.
When referring to carrying out the national electronic bidding pilot project, Li Kang said that on July 8, six ministries and commissions jointly issued the Notice on Carrying out the National Electronic Bidding Pilot Project in a Solid Way, and deployed to carry out the national electronic bidding pilot project in batches according to the government comprehensive pilot project and the transaction platform pilot project. Among them, the government's comprehensive pilot project focuses on exploring the establishment of an electronic bidding and tendering information public sharing service system and innovative bidding and tendering supervision system and mechanism, so as to create a good environment for the market-oriented competition of the electronic bidding and tendering trading platform, the realization of interconnection and information public sharing, and the standardization of market order. The pilot trading platform focuses on exploring the technical innovation, optimization process, standardized procedures, professional operation and unified standards of the electronic bidding trading platform, realizing the connection and exchange of information with the internal information management system and external public information service system, reducing transaction costs, improving transaction efficiency, ensuring transaction safety, and promoting fair and orderly competition.
It should be mentioned that at the executive meeting of the State Council the second day after the forum, the decision was made to integrate and establish a unified public resource trading platform to promote efficient and transparent resource allocation through management innovation. The meeting decided to integrate the decentralized public resource trading markets, such as bidding for construction projects, transfer of land use rights and mining rights, state-owned property rights transactions, government procurement, without increasing the burden of enterprises and the masses. By the end of June 2016, local governments at all levels will basically complete the integration work.
